In the course of the Legislative session in 2023, a bill was successfully approved to provide homeowners with a measure of alleviation concerning their property taxes. 

Commencing on January 1, 2024, eligible homeowners have the opportunity to apply for a state property tax credit of up to $500. 

This credit can be applied against their property tax bill for the fiscal year 2024, offering a tangible means of financial relief in acknowledgment of the associated tax burdens borne by homeowners.

The tax credit, officially termed the Primary Residence Credit (PRC), has minimal eligibility requirements, ensuring a straightforward qualification process:

  • Ownership of a residence in North Dakota and utilization of the property as the primary place of residence are the primary prerequisites for the credit.
  • The credit imposes no age or income restrictions, making it accessible to individuals across diverse demographic categories.
  • A singular credit is permissible per household, promoting fairness and equitable distribution of the tax relief benefit.
  • Importantly, the credit is constrained by the actual amount of property tax owed, ensuring it does not exceed the outstanding property tax liability. As an illustration, if an individual owes $400 in property tax, the Primary Residence Credit cannot surpass this sum, aligning with a practical and reasonable application of the credit.

PRC Application Deadline

Beginning January 1, 2024, the Office of State Tax Commissioner will accept applications for the Primary Residence Credit until March 31, 2024. 

Eligible homeowners can conveniently submit their applications through the online portal at https://tax.nd.gov/prc, which goes live on January 1, 2024. 

This streamlined digital platform ensures efficiency and accessibility for applicants.

To ensure a systematic processing of applications and the timely allocation of the Primary Residence Credit, potential applicants are urged to adhere to the March 31, 2024 deadline. 

This approach facilitates an organized handling of applications, contributing to the effective implementation of the tax relief measure for eligible homeowners.
