House Speaker Mike Johnson, a Republican from Louisiana, attributed responsibility for the migrant crisis to President Biden, contending on Wednesday that the president possesses the authority to substantially mitigate the unprecedented surge in border crossings without requiring Congressional action.

The Trump administration introduced the Remain in Mexico policy, officially known as the Migrant Protection Protocols, in early 2019 to discourage migration to the US-Mexico border. 

This policy mandated that asylum-seeking migrants wait in Mexico until their scheduled court dates.

President Biden terminated the policy shortly after assuming office, citing its perceived inhumanity. 

Following months of legal disputes, federal courts mandated its reinstatement. 

However, the Supreme Court, in a June 2022 ruling, determined that the Biden administration had the authority to terminate the program, leading to its cessation.

A senior administration official informed CBS News that while no option is entirely ruled out, the administration seeks Mexico’s cooperation in addressing the broader hemispheric crisis and is committed to engaging in collaborative solutions rather than imposing unilateral measures.

The Mexican government has officially rejected any suggestion of reinstating the Remain in Mexico policy.

Speaker Johnson additionally asserted that the Biden administration has the capability to bring an end to the practice of catch and release.

Responding to inquiries regarding the requirement for logistical and financial assistance at the border, which may necessitate Congressional actions, Johnson conveyed that a senior US Border Patrol official likened the situation to an uncontrollable open fire hydrant.

A notable decline in the processing of migrants at the border has occurred following a peak in arrivals recorded in December, which strained resources in various US communities.

Concurrently, the White House, alongside a bipartisan coalition of senators, is engaged in negotiations aimed at enacting a comprehensive package with significant amendments to immigration and border security laws. 

These discussions transpire amidst Republican calls for more stringent policies, linking such measures to increased assistance for Ukraine.
