According to authorities, after observing a viral video of a truck disposing contaminated waste into the lake of an apartment complex in Doral at 10000 NW 45 Terrace, the MDPD Illegal Dumping Unit, immediately initiated an investigation.
Working alongside the City of Doral Police, City of Doral Code compliance and Department of Environmental Resource Management, the individuals responsible were identified as Julio Barreto, 51, and Dayron Barreto, 25, both of whom have been charged with Felony Violation of Florida Litter Law.
In addition, the two along with the De La Torre General Service, South Florida Vac-Con Service and Valencia at Doral apartment complex were issued civil citations totaling over $12,500.
“Once again, I am extremely proud of our Illegal Dumping Unit, for taking swift action and bringing the individuals to justice who recklessly disposed of contaminated waste into one of the lakes of our communities. We appreciate the vigilance of our citizens who immediately posted the incident on social media. Caring for the environment is a shared responsibility,” said Director George A. Perez.
According to charging affidavits from the Miami-Dade Police Department, Julio and Dayron did advise officers of a contract to pump out storm drains at the incident location. Over the course of Thursday, June 16th and Friday, June 17th, they pumped out the clogged drains and when they reached the capacity of the truck, they went near the lake and dumped a portion of the truck’s contents to make room to pump out the last drain. They estimated that they dumped 100 gallons of storm water.
While SOUTH FLORIDA VAC-CON SERVICE INC has a valid permit for liquid waste hauler allowing for the disposal of liquid wastes in Miami Dade county only at a department approved facility, no liquid waste shall be deposited at any other site.
